The National Association of Nigerian Traders – NANTS had conducted a survey (rapid assessment) on the Federal Government of Nigeria’s Cassava Bread Initiative (CBI). The survey was undertaken to measure: (i) the level of awareness of the policy initiative among the population, and (ii) the level of compliance with the policy among the beneficiaries. The survey is part of NANTS project on monitoring budget and policy structures in Nigeria tagged “Nigeria Agriculture Policy and Investment Observatory”-NAPIO which is supported by the Federal Public Administration Reform arm of the DFID (FEPAR).

A validation meeting was further conveyed on the outcome of the survey by stakeholders organized by NANTS at the Nuggets Hotel – Abuja on the 10th September 2013. Stakeholders at the validation included over 50 participants drawn from the various government Ministries, Departments and Agencies (MDAs), farmers and their cooperatives, civil society, media, Development Partners, and specifically, bread bakers and flour millers. While the outcome of the survey has been published in full, the summary of general observations and recommendations as adopted by stakeholders is herein published for easy assimilation of the end-users especially the policy makers and private sector. It is also deemed essential for the legislature, particularly as a tool to assist their parliamentary oversight function.
