Nigeria has been without an official trade policy for over a decade. However, the country has been involved in the implementation of trade rules at the regional, bilateral and multilateral levels. In addition, Nigeria has also been involved in trade negotiations at different fora at multilateral, regional, sub-regional and bilateral level. All these have been ongoing for 1 several years without a trade policy and strategy which are akin to an indispensable compass for the navigation of the relevant trade rules and negotiations. Trade policy encompasses the nation’s policy thrust, goal and objectives in undertaking or implementing trade relationship with other countries. Little wonder decisions on trade are staccato and most times lopsided or summersaulted, leading to economic underdevelopment and incoherence.
